CALL FOR THE SUBMISSION OF TENDERS
JAPTI, Public Agency for Entrepreneurship and Foreign Investments, Verovškova ulica 60, 1000 Ljubljana, hereby invites tenderers qualified according to the Terms of Reference to submit their tenders for leads generation, pre-qualification and long-listing of foreign companies identified as potential investors and the organisation and execution of the meetings with potential foreign investors with interest to invest in Slovenia, provided that the foreign investors are from the following countries (Lots 1 - 5):

The public tender has been separated in five (5) lots. The provisional value of one lot is EUR 25,000.00 net. A tenderer may submit his tender for one or several lots. The Contracting Authority will award the public contract to the tenderer with the lowest tender price and will award the public contract for each lot separately.
You are hereby invited to submit your tender by completing the attached forms. Should you choose to submit your tender for more than one lot, you should submit your tender separately for each lot.
Tenders must be submitted in one copy (for one lot) and they may be drawn up in the Slovenian or in the English language.
THE SUBJECT-MATTER OF THE PUBLIC TENDER
Lead generation, pre-qualification and short-listing of foreign companies identified as potential investors and the organisation and execution of the meetings with foreign companies (potential investors) with interest in investing in Slovenia.
DESCRIPTION OF THE PUBLIC TENDER
The concept of the activity developed for the purpose of the public tender shall start with the lead generation and move on to the phase when meetings are held and the follow-up phase, and such activity being a unit for payment of the service comprises three phases described in detail below.
1. phase: To generate leads; to identify, profile and segment a minimum of 100 potential foreign investors, i.e. at least 20 companies contemplating to invest in Slovenia;
The purpose of the first phase is to generate leads, i.e. identify potential investors, and the task comprises the segmentation, making a profile and identifying potential foreign investors, as well as targeting individual segments of particular sectors/industries, activities and the degree of interest for overseas/cross-border investing.
2. phase: The pre-qualification and listing of the qualified foreign companies identified as potential investors; to hold at least 75 meetings with the selected long-listed companies, i.e. at least 15 per lot, in the presence of the Service Provider’s representative;
The tasks envisaged under the second phase is information gathering and contacting the profiled market operators. Before organising the meetings with the selected foreign companies, due diligence of the investment project shall be conducted and the potential for an overseas/cross-border investment shall be assessed separately for each foreign company. The successful tenderer shall hold at least fifteen (15) meetings with the long-listed companies in the respective country previously segmented and identified as having interest for investing in Slovenia.
3. phase: To organise and hold at least 25 meetings in the presence of the representatives of the Service Provider and of the Contracting Authority with the short-listed foreign companies, i.e. at least five companies per lot.
During the third phase, the successful tenderer for the respective lot organises and executes (in the presence of the representative of the Contracting Authority) at least five (5) meetings with the shortlisted potential investors who have clearly expressed interest for investing in Slovenia. The organisation and execution of the meetings consists of the identification, selection and the actual participation of eligible foreign companies (potential investors) in the meeting, as well as the preparation, co-operation and participation in the meeting by the representative of the selected company and the execution of the follow-up activities. The meeting with the selected foreign companies is held in the presence of the representative of the successful tenderer and of the Contracting Authority. The meetings may also be held at the headquarters of the selected companies abroad or at the headquarters of JAPTI.
THE CLOSING DATE FOR THE SUBMISSION OF TENDERS
Tenderers may submit their tenders for one or several lots in writing by mail to the address to the Contracting Authority: JAPTI, Javna agencija RS za podjetništvo in tuje investicije (JAPTI, Public Agency for Entrepreneurship and Foreign Investments), Verovškova ulica 60, 1000 Ljubljana. Tenderers must send tenders in a closed envelope on which they shall paste »The cover page of the tender« from Form No. 6.
The closing time for the submission of tenders: Properly marked tenders received at the head office of the Contracting Authority on 19 May 2011 at 13 o’clock local time at the latest shall be deem to be timely tenders. All tenders to arrive at the head office of the Contracting Authority after the closing time will be returned to the tenderers unopened.
Tenderers may send all information in relation to the preparation of tenders and ask for clarifications by writing to the e-mail address: firstname.lastname@example.org, and specifically on 16 May 2011 by 12 o’clock at the latest. The Contracting Authority will not respond to the questions received after that time.
